The Ontario government does!
Provincial Animal Welfare Services has visited this rescue in eastern Ontario twice in the last year. They saw these conditions and felt no further action was required.
These “shelters” DO NOT comply with Standards of Care for Outdoor dogs. YET….AWS inspectors did nothing to have these conditions addressed by the owner.

Unless we demand change…this will continue to be considered “appropriate” and “adequate”.
This is a so called rescue! Many of these dogs have existed with no exercise, stimulation, vetting.
We should be outraged!

No living creature should be held like this. Deplorable!
Ontario Provincial Animal Services is an embarrassment to the entire country.
This is not help…this is confinement and barely living. Do you see green grass and fresh water. Do you see clean and appropriate housing. This house is way too small for this dog and in the sweltering heat of the summer or rhe cold winter how can this housing help this dog.
