In Ontario, the provincial animal welfare legislation is called THE PAWS ACT.
The central foundation in regard to provisions and enforcement of The PAWS Act is rooted in DISTRESS.
THE CRIMINAL CODE OF CANADA ALSO APPLIES TO ANIMAL WELFARE
Under the federal Criminal Code, the central foundational element is WILFULNESS.
