Animal Cruelty may be enforced and adjudicated via a provincial or federal system.
In Ontario, the provincial animal welfare legislation is called THE PAWS Act.
The central foundation in regard to provisions and enforcement of The PAWS Act is rooted in DISTRESS.

Comparatively, under the federal Criminal Code, the central foundational element is WILFULNESS.
