
On Tuesday, August 18 notorious accused puppy miller Victor Jagsz of Mississauga is set to appear in a Mississauga court on August 18 at 9am as the wheels of “justice” grind along.

Jagsz is facing 10 Provincial Offence Act Charges:
- 3 counts – Causing Distress
- 3 counts – Permitting Distress
- 3 counts – causing undue risk
- 1 count – operating a puppy mill
But the number, the real number of victims and puppies is so much higher! Many many more than what Provincial Animal Welfare Services (AWS) chose to use as a basis for charges.
For this…we have no explanation why AWS chose this weak offence. The evidence was certainly there to charge him with more offences, even more egregious neglect and harm against animals but in their wisdom they chose these three cases. Victor Jagsz’s name had been reported time and time again to different levels of overseeing authorities and they failed to act.
Who is Victor Jagsz?
Often, people will have an image in their mind of what a puppy miller looks like, or a backyard breeder.
In the case of Victor Jagsz…he probably is not someone you would automatically envision.
- Lived in a very posh area in the southern end of Mississauga in a large executive home
- Saw himself as a stylish business executive overseeing his family run vast breeding/selling empire
- More importantly – he saw himself as “untouchable”
But behind the splashy exterior were the common tools of deceit:
- Use of ever changing burner numbers
- Multiple company names
- Played a broker role for many of the big Amish/mennonite puppy mills
- Worked with Dr. Tejwant Chahal DVM, a Brampton based mobile vet who serviced many of the large puppy mills in s/w Ontario. Dr. Chahal has faced disciplinary action due to public complaints made to the College of Veterinarians of Ontario (CVO)
- Multiple selling platforms and profiles
- Lies about the origin of the puppies
- Lies about the vet care given
- Demonstrate lack of care for the animals
Thanks to one animal advocate who doggedly pursued him over many years… Victor Jagsz is finally facing some of his accusers in a court.
Now, we are under no illusions of real justice coming down. Victor Jagsz has hired a big name law firm and he will probably receive nothing more than a slap on this wrist.
Why was someone like Victor Jagsz allowed to operate in full view…with a litany list of victims and
Ontario’s animal welfare system is broken – truly broken. IT DOES NOT WORK!
- far too many animals are left vulnerable to continued abuse/neglect
- People who profit off their suffering remain invisible to justice
- Companies who indirectly profit (online selling platforms) are left alone and unhindered to continue making money off the backs of suffering animals
- The consumer is left unprotected from scammers
- Rescues and shelters left to pick up the pieces
- Legislation and enforcement models that make real protection a joke
- Provincial elected officials who refuse to step up and make the needed changes
